NETFL OWNERS COMMITTEE (OC)

The Owners Committee is in charge of keeping the integrity of the league and help improve it. To be a member of the Owners committee you must have been in the NETFL league for two years. You must have daily net access to take care of problems as they occur. The current members of the OC will take a vote when someone applies to be on the OC or when a current member is no longer active.

In order to enact a rule change, the change must be brought to the OC. The OC will have up to one week to discuss and either approve or deny the rule change. If the OC decides to approve the rule change, it will be presented to the league for up to one week of discussion, after which a silent vote (one vote per team) will be held to determine if the rule is adopted or not. If five owners vote "no" on a rule change, the change is not adopted.

nb(1) Defensive assists and special teams assists are counted separately and therefore rounded separately. For example, 1 defensive assist and 3 special teams assists will count as 3 points, not 2.

OFFENSIVE PLAYS

OFFENSIVE LINEMEN - only offensive linemen eligible for these points.

Offensive Linemen will be rated on a scale of 1-5 for run blocking and from 1-6 for pass blocking.

Passing Pts = Real Team Pass Yards/300 * pass block rating

Rushing Pts = Real Team Rush Yards/150 * run block rating

Bonus points for offensive linemen

  • Sack allowed = -2 pts
  • No sack allowed (00-40 passes) = 1 pt
  • No sack allowed (41+ passes) = 2 pts
  • 4 yards per rush for team = 1 pt
  • 5+ yards per rush for team = 2 pts
  • Rushing TD scored by someone else on team = 1 pt

nb(1) If pass caught at tackle eligible, normal receiver scoring rules apply.

nb(2) Sacks will be allocated to weakest pass defenders on that real team first, i.e. 2 before 5, etc. Pass blockers with 6 pass block ratings will never have sacks allocated to them.

nb(3) Each part of the score for a lineman; run blocking, and pass blocking will be added up, then both are added together.

nb(4) New offensive linemen ratings will be done before the draft, after Stats Pro Football handbook comes out, based on last year's offense in rushing, passing, and sacks allowed.

nb(5) Rookie offensive linemen will be rated a  6 if one of the first three picks, 5 if picked 4-10 and 4 for all other first round picks. They will be rated 3 if they are a second round pick. They will be rated 2 if they are picked in any of the other following rounds. 

nb(6) Undrafted Free Agents with no previous NFL experience at all will be given a 1 rating.

nb(7) Veteran offensive linemen will be given a MINIMUM rating of 2.

OFFENSIVE LINE RATING ASSIGNMENTS

OL ratings will be determined with OL stats taken from Stats Inc. in their Stats Pro Football Handbook (comes out in late Feb.). A player will be rated at the position he started the majority of his games. A Multi-positional player will have his sacks and run ratings prorated to the position he started the majority of the time. To be rated a player has to start a min of 4 games. To qualify as a superstar pass blocker the player has to start a min. of 8 games. Non starter sacks are added in and the player is given a game start for rating purposes only. 2nd year players and veterans injured that did not play 4 games will retain their ratings except the pass rating will be reduced by 1.

Guard run ratings are determined by outside and middle average. Tackle ratings are determined by outside running average. Centers run average are determined by middle running average.


PASS RATINGS

  • 6-50% of average sacks allowed (8 starts min)
  • 5-80% of average sacks allowed
  • 4-100% of average sacks allowed
  • 3-120% of average sacks allowed
  • 2-200% of average sacks allowed
  • 1-All others

RUN RATINGS

  • 5-120% of average
  • 4-90% of average
  • 3-60% of average
  • 2-All others

Run ratings are done for each game. Pass ratings in the future also will be done an a game by game basis on actual sack distribution once the stats become available.

Each NETFL team will be required to field 5 OL. 2 tackles, 2 guards, 1 center. NO backups will be allowed (i.e. other than the starting 5 the rest of your OL will be placed on the inactive list.) There will be 8 spots on the roster reserved for OL. You are allowed to have more but 8 spots are reserved for OL only.

If a NETFL team starts an ineligible OL he will be scored as -8.

The rules for playing OL players out of position is identical to that of other positions. (i.e. you may play an eligible guard as a center, but would receive 0 points for him) except that the "0" points for him is a MAXIMUM. An out of position OL may still accrue negative points by getting credited with sacks. If a player is starting out of position the owner shall notify the league when he sends his lineup in.

OFFENSIVE LINE ELIGIBILITY

In addition to the other eligibility requirements levied on all players, OL must also be on the League's official "Starting OL List" to be considered eligible. This list will be downloaded prior to lineup due date.

OFFENSIVE LINE SACK ASSIGNMENTS

Sacks are determined as follows:

  1. The lowest ranked players are assigned sacks first.
  2. A=lowest ranked
  3. B=next highest
  4. C=next highest
  5. D=next highest
  6. E=highest ranked
  7. X=Total Sacks allowed by NFL Team.

Then:

  1. A players are assigned 2 sacks each.
  2. B players are then assigned a sack.
  3. A players are then assigned a sack
  4. B players are then assigned a sack.
  5. A players are then assigned a sack.
  6. B players are then assigned a sack.
  7. C players are then assigned a sack.
  8. A players are then assigned a sack.
  9. B players are then assigned a sack.
  10. C players are then assigned a sack.
  11. D players are then assigned a sack.
  12. etc

This is done until X is reached. Portions of sacks will be given out when players are ranked the same (i.e.. 2 players both ranked 1 team allows 3 sacks each player then would be assigned 1.5 sacks.) Further questions can be directed to Shane.

TIGHT END, FULLBACK, and H-BACK BLOCKING POINTS - Tight Ends, Fullbacks, and H-Backs only

Tight ends, H-Backs and fullbacks will have both run and pass block ratings. Apply the run block formula as above in offensive linemen rules, using the player's run block rating. The same goes for pass block rating. Non-offensive linemen will not be credited with sacks. Likewise they will not get bonus points for not allowing a sack. An H-Back must be one of the skill players eligible for blocking points. TE or FB for example. Treat an H-Back as the appropriate position above, taking into account note 1 for scoring purposes ONLY.

nb(1) H-Backs will have their blocking ratings reduced by one in each appropriate category. However, the MINIMUM rating will still be 1 in each category. This reduction is for scoring purposes ONLY. Notify the league when you submit your rosters what players you are using as H-Backs.

nb(2) An offense must have a starting position designated as FB to get bonus points for blocking from fullbacks. H-back would count in this case.

nb(3) A HB is NOT eligible to play a RB spot.

nb(4) A FB is NOT eligible to play a RB spot.

nb(5) A RB is NOT eligible to play in a FB or HB spot.

nb(6)Any player will not receive run blocking points for rushing yards he accumulates.

nb(7)If Lindy's rates a player a FB/TE, that player will be scored as whatever position they have on NFL.com for that season. He will still be allowed to start either position though.


PASS RATINGS

  • 6 - 2.5 * league average pass plays per sack
  • 5 - 1.5 * league average pass plays per sack
  • 4 - 1.0 * league average pass plays per sack
  • 3 - 0.75 * league average pass plays per sack
  • 2 - 0.5 * league average pass plays per sack
  • 1-All others

RUN RATINGS

  • 5-115% of average
  • 4-95% of average
  • 3-75% of average

Pass and Run ratings are done dynamically each week.

FB run block rating is based on team average yards per carry in all directions combined. TE run block rating is based on team average yards per carry left and right.

OFFENSIVE PLAYS - all players eligible for these points

  • Every yard rushing 0.1 pt
  • Every yard receiving 0.1 pt
  • Reception 1 pt
  • Two Point Conversion 2 pts

Bonus points for offensive plays

  • Receiver not fumbling (fumble lost) per 3 catches 1 pt
  • Rusher not fumbling (fumble lost) per 10 carries 1 pt
  • 100-199 yards 1 pt
  • 200+ yards 2 pts

nb(1) A lateral on a pass play will be scored as follows : The QB obviously gets the points for all the passing yardage. It is not counted as any sort of pass by the player attempting the lateral, as it is not a forward pass. The player who laterals will score points for all yards gained up to that point, and a point for the reception, the player who receives the lateral will score points for all yardage gained, and a TD if they score, and the QB would also score points from a passing TD.

nb(2) A lateral on a rushing play will be scored as follows : The first rusher will score points for the rushing attempt and all yards gained up to the point of a lateral. The player receiving the lateral will score points for all yards gained after the lateral and for a TD, if he scores.

nb(3) Bonuses for not fumbling are not rounded.

OFFENSIVE PLAYS - PASSING - All players eligible for these points.

  • Every yard passing 0.05 pt
  • Passing Touchdown 4 pts
  • Two Point Conversion Thrown 1 pt
  • Interception Thrown -4 pts
  • Completion 2 pts
  • Attempt -1 pt
  • Passer not throwing an interception per 10 attempts 1 pt
  • QB reaching 20 plays without fumbling (fumble lost) (handoffs, and pass attempts) 3 pts

Bonus points for passing - all players eligible

  • 300-399 yards passing 1 pt
  • 400+ yards passing 2 pts

nb(1) The QB not throwing an INT per 10 passes will not be rounded up, i.e. 46 passes with no INT is 4 pts.

SPECIAL TEAMS

Each team will be required to field four special team units in a valid lineup: Kicker (K), Punter (P), Offensive Special Teams (OST), Defensive Special Teams (DST). Each team will be allowed 6 roster spots for these 4 positions.

nb(1) Failure to field a special team will score -8 for each special team not in your lineup.

nb(2) A team is allowed a maximum of 2 of each special team units even if you are protecting them elsewhere in your roster. i.e. a punter/QB counts as 1 punter so your team may only have 1 more punter on your team.

nb(3) 6 roster spots are reserved for ST, however a regular roster spot may be used to carry additional ST. (Max 8 and see note 2)

SPECIAL TEAMS - KICKING

  • Extra Point 1 pt
  • Field Goal (18-45 yards) 3 pts
  • Field Goal (46-49 yards) 4 pts
  • Field Goal (50-54 yards) 6 pts
  • Field Goal (55-59 yards) 9 pts
  • Field Goal (60+ yards) 12 pts

Bonus points for kicking

  • 3-3 in a game 1 pt
  • 4-4 in a game 2 pts
  • 5-5 in a game 3 pts
  • 6-6 in a game 4 pts

nb(1) Anyone who attempts/scores in a particular game where you have the the starting kicker will count for scoring purposes. i.e. if a DT tears the head off the kicker on his first FG attempt and an guy comes in to do it for an emergency you will score those points.

nb(2) If your kicker is injured as in the above, you *will* have to get a new guy for the next week, and either IR or deactivate or cut this one.

SPECIAL TEAMS - PUNTING

  • Per yard average over 40 1 pt
  • Punt inside the 20 1 pt
  • Touchback -1 pt

Bonus points for punting

  • Every 5 yards over 40 average 1 pt
  • Every 5 kicks inside the 20 1 pt
  • No touchbacks 1 pt

nb(1) Yard average is rounded up, so 44.5 is 5 pts.

nb(2) A quick kick by a QB will be scored as part of the punter's stats, to prevent things like a 40 pt single play. These aren't broken down in the stats, anyway.

nb(3) Likewise, any punt by any other player will be scored by your punter if you have the starter, or in case of injury, etc.

nb(4) In the case of an injury to your punter in one week, you don't get his backup by default, you would have to get a new guy for the following week, and deactivate, IR or cut the first punter.

nb(5) Every 5 yards over 40 will not be rounded up, i.e. 48.3 yards is 1 pt.

nb(6) Every 5 kicks in the 20 will not be rounded up, i.e. 3 in the 20 is 0 pt.

nb(1) A blocked punt for a TD would score for the offensive special team, as well as the individual player.

nb(1) Average will be rounded up as per punts, so 16.6 = 17 yard average allowed. In bonus points kicks means punts or kicks.

nb(2) Kick and punt coverage points are defensive points.

nb(3) A defensive special team will be credited with a TD if it is scored. i.e. A kick is muffed and the L3 guy runs it in, the defensive special team gets a TD. If a punt return is fumbled and the defensive special team runs it in it will score as a TD, and any other variations, etc.

KICK BLOCK

Bonus points for Kick Block

  • Blocked Field Goal 2 pts
  • Blocked Extra Point 1 pt

nb(1) A defensive special team will be credited with a TD, if scored on a blocked Field Goal return.

ALL PLAYERS

  • Scoring a Touchdown 6 pts
  • Fumble -4 pts
  • Fumble Recovery 4 pts

Bonus points

  • 2 fumble recoveries 1 pt
  • 3+ fumble recoveries 2 pts

ALL TEAMS

  • Home Field Advantage 4 pts

nb(1) This is added to offensive raw points.

NOTES ON SCORING

nb(1) Defensive player scores will be rounded, i.e. 8 tackles 1 assist = 9 pts. Backups who have 5 tackles will score 3 pts. A backup who has 1 tackle or assist will score 1 pt, etc. To be eligible for tackle bonus points,you have to have a natural 10 or 12 tackles. i.e. 9 tackles, one assist is not 10 tackles, 9 tackles, 2 assists is. The same goes for stuffs.

nb(2) Punting points will be counted as defensive points.

nb(3) Trick plays will be scored under the appropriate category, i.e. if a quarterback catches a pass, he scores one point for the reception, and the passer will score points for passing yards, passing touchdowns, etc.

nb(4) Passer fumbling points will be taken at the end of the game i.e. 67 plays with no fumbles = 3 pts, 67 plays with one fumble is -3 pts. Each QB on team will be rated by how many plays he was in for.

nb(5) Rounding Rules and other minor scoring features are guidelines only.  The Scorekeepers has the authority to round and make minor scoring adjustments as he sees fit.  This is done based on the different programs and formulas we use.  All scores are public so check them out before you have that one point game.  The scorekeepers will not change rounding etc that has been consistent all year.  If you feel the scorekeeper is wrong bring the issue up before the OC.

BACKUP PLAYER POINTS

Backup offensive players (not QBs) will score one quarter of the points of starters.

Defensive backup players will score half points. All defensive backup players on the active list are eligible to score.

You are not limited to a 1:1 backup at each position, or backups playing that position. i.e. if you have 5 backup DB's, 4 CB and 1 S, you can list them all. Likewise if you have 5 backup WR, and 1 backup RB. There are limitations on quarterbacks and special teams players, however.

TEAM SCORING

If Team A and Team B are playing a game in a round, then the scores will be determined like this :-

Team A will add up its total offensive score, and subtract team B's total defensive score. If this is a positive number, Team A will score the difference as points. If this is a negative number, team B will score this number as points, disregarding the negative sign, of course.

Team B will then add up its total offensive score, and subtract team A's total defensive score. If this is a positive number, Team B will score the difference as points. If this is a negative number, team A will score this number as points, disregarding the negative sign, of course.

The point totals are compared, the higher total winning. Therefore, in this case a team could score 0 pts, or a shutout if their defense and offense are both outscored.

This total is then divided by two for each team, to produce realistic looking scores. This is then rounded up, if necessary, i.e. 27.5 is 28 pts.

nb(1) Ties will be decided by total raw points. The team that scores the most amount of raw points will be given a 3 point OT victory. If raw points are tied then game stands as a tie. For playoffs if game is still tied on raw points then Home teams gets the victory in OT.

nb(2) A team will not be able to score 1 point, this will be counted as scoring 0. This ain't the CFL, mate! :) Great for those defensive stats!


PLAYER NUMBERS

Each team will be required to obtain 60 players maximum, after the draft, with the following breakdown of how the number 60 is arrived at. You are not limited to this exact breakdown, of course. The 60 includes the 26 man protected list and a 34 round draft.

40 Non-special teams players. Includes starting QB and backup.

Must have 5 eligible starters at the skill positions.

Must have 5 eligible offensive linemen

Must have 11 eligible starting defensive lineups.

4 Special Teams Players K/P/OST/DST

10 Player Inactive List

4 Player QB Inactive List

2 Special Teams Inactive List.

nb(1) This is how the 60 players breaks down. Only 2 of each special team player is allowed, however this number may be exceeded during the draft and in training camp to allow for such things as kicker duels, etc. After the draft you are allowed a total of 8 Special teams but no more than 2 at any one position.

nb(2) A team must at all times have 4 special teams players. One each of K, P, OST, DST or they will be penalized.

nb(3) IMPORTANT: You may have a maximum of TWO starting QBs on your roster. i.e. one on your active roster, one on your QB INACTIVE LIST.

nb(4) You should have a maximum of SIX Quarterbacks on your roster at any one time. This does not included injured players, of course. You are allowed to replace them, if possible. If a team is carrying four QBs such as an O'Donnell/Tomczak/Miller/Stewart situation and this is obvious then you can have the fourth guy on your Inactive List.

nb(5) You may exceed the QB number limits in the draft, but must adhere to this rule in the regular season.

nb(6) If the QB situation is abused due to unsportsmanlike action, demands for ridiculous trades to get a backup, etc., the OC will be forced to take action. Get into the spirit of it. i.e. real-life NFL has a merry-go-round of QB signings and trades in the off-season, which will, of course, be reflected here! Remember free agency is anti-development of young QBs in real life. i.e. they get developed and then leave their original team for more 21178.


OFFENSE

NO SLOT BACKS!! H-Backs will be allowed, one per offense as listed in the allowable formations, except in the case of the double-wing and the only eligible players at this spot are those rated FB or TE. This enables you to simulate an offense with a second blocking TE, a blocking FB, etc.

Formations must be legal on offense. Coaches must state what formation their team will play before the start of the draft. This is to simulate practicing formations, and plays, etc., at training camp. The OC will require these to be submitted before the draft, as it will be assumed your coaching staff will be already hired. If the OC doesn't get them, you WILL be assigned the same formations you had for the last season.

IMPORTANT: Your Offensive Formation must be submitted with your protected lists.

Each team must field a legal, sensible formation. There must also be two ends, as there must be seven men on the line of scrimmage. These may be tight ends (HB), or wide receivers. Any fancy or snazzy names you can come up with for your formations will add to the fun and color of the league, too.

nb(1) Your protected list will consist of a starting offense: QB and two backups, 2 tackles, 2 guards, 1 center and the 5 skill position players that fit your formation. The same with defense. 2 defensive ends, a NT or 2 DTS, the appropriate linebacker combo for the formation, 2 CB, 2 S and a nickel back if there is one. Plus a Kicker and Punter.

nb(2) A team is allowed an alternate formation for their offense that differs by one position from their base offense. This secondary offense may be declared at any point during the season and cannot be changed once declared. The team may then use either their base or alternate formation to determine their lineup for any subsequent game.

For example, if your base formation is a Pro-Set (RB FB TE SE FL), you could use any of the formations that differ by one position as your alternate (3 WR Pro-Set, 2 TE, HB, or Modified Pro-Set)


DEFENSE

You must state whether their team will play a 4-3, 5-2, 4-2, 4-1, 3-3, 3-2, or a 3-4 defense for the season.

IMPORTANT: Your defensive formation must be submitted with your protected list.

If your team is going to play a 4-3 defense, you must have four down linemen: two defensive ends, and two defensive tackles. You must also have two outside linebackers, and a middle linebacker. You must also have two cornerbacks, and two safeties You will need backups eligible at each position to play in bye weeks, in case of injuries, etc.

If your team is going to play a 3-4 defense, you must have three down linemen: two defensive ends, and one nose tackle. There must also be two outside linebackers, and two inside linebackers. The backup linemen and linebackers need to be eligible to play the position needed. Each team must have two cornerbacks, and two safeties. You will need eligible backups at these positions, too.

A 5-2 defense will be allowed, with 2 DE, 2 DT, 1 MT and 2 linebackers. The allowable linebacker combinations are any of OLB, ILB and MLB. You must also have two cornerbacks and two safeties. You will need eligible backups at these positions, too. The MT position may be a NT or a DT.

Nickel and Dime defenses are also allowed for the defenses with three and four down linemen. The types of linebackers you may use in your defensive formation are limited by the defensive front you implement.

  • If you have four down linemen, a MLB is used to cover the gap over the offensive center. Thus, for the 4-3, 4-2, and 4-1, the only linebackers that can be used are OLBs, MLBs, and LBs.
  • If you have three down linemen, ILBs are used to cover the gaps between the NT and the DEs. Thus, for the 3-4, 3-3, and 3-2, the only linebackers that can be used are OLBs, ILBs, and LBs.

nb(1) Teams must play the same formations for the season.

nb(2) If a defensive starter is started at an ineligible position, they will score no points, the same with an offensive starter. i.e. they don't know the position well enough to play it. Players with multiple designations may play either position i.e CB/S , RB/TE, etc.

nb(3) Players designated LB in Lindy's may play ANY linebacking spot.

nb(4) A player designated DB may play either CB or S.

nb(5) Either a CB or a S is eligible to play the nickel back spot in a nickel defense.

nb(6) A player designated DL in Lindy's may play any defensive line position.

nb(7) Complaining that your ILB was changed to MLB the following year will get you nowhere. OR OLB to MLB or whatever. This happens in the NFL and will happen here. It is also an issue of scoring balance, too.


PLAYER ELIGIBILITY

You must have enough eligible players to fill a starting lineup on any given week. An eligible player is defined as someone CAPABLE of scoring in a given week. A player would be ruled ineligible for the following reasons:

  1. His NFL team is on a bye week
  2. He has been suspended from the league
  3. He has been placed on injured reserve (out for the year)
  4. He is not playing for an NFL team

If a player is eligible at the deadline for submitting a given week's lineups, but is then made ineligible prior to game start (i.e. got in a car accident that night), that is allowed.

If a fantasy team cannot field a team with eligible players in every position, it may take players from other positions to fill empty spots. These players must be from the same player grouping (i.e. SP, LB, DL, DB, OL). In these cases the out-of-position player would receive zero points. Obviously it is probably in the team's best interest to fill slots with the appropriate eligible position, even if it means picking up Cincy's 3rd string RB, for example, to replace Thurman Thomas, if only for a week.

In the event a fantasy team submits a lineup that fields an ineligible player as a starter the following algorithm is followed:

1) Does the team have an eligible back up of the same position?

If yes: Team receives 0 points for ineligible starter and normal backup points for backup (i.e. 1/4 or 1/2)

If No: Go to #2

2) Does the team have an eligible backup of a different position, but same position grouping (SP, LB, DE, DB, i.e. a RB spot needs to be filled and only a backup WR is available)?

If Yes: Team receives 0 points for both ineligible and backup.

If No: Team recives -8 pts penalty.

OFFENSIVE LINE ELIGIBILITY

In addition to the other eligibility requirements levied on all players, OL must also be on the league's official "starting OL list" to be considered eligible. This list will be downloaded prior to lineup due date. Other than this additional eligibility requirement and the OL Exception detailed above, OL follow the same algorithm listed for other players. The last revision of this list will be Thursday/Friday each week, and on Wednesday when there is a Thursday game, and rosters are due Thursday. Helping keeping the OL list up to date will be rewarded with supplemental draft picks.

PLAYER NUMBERS

Teams are limited to 60 players at all times and if free agents are signed, then players must be cut to get down to this level. This WILL be strictly adhered to, upon a reminder from the OC, else the OC will cut a player for you. nb(1) There will be no more expansion of teams, 16 is the ideal number.

QUARTERBACKS AND THEIR BACKUPS

Quarterbacks are a special case, when it comes to the backup players rule, and when it comes to injury. Backup quarterbacks will only come into play if your starting quarterback is injured, or taken out of the game. You will score all points that your starter has earned up to that point of the game. Your backup will be the backup to that quarterback in real life, playing for the same National Football League team. He will score points in exactly the same method your starter would. He starts scoring as soon as he comes into the game. List all of your QB's as starting from one NFL team.

You MUST have this player on your roster to earn these points, otherwise you will only score points for the starter!

This Active Roster spot is RESERVED for this player only, you may NOT play a non-QB player in this active roster backup QB spot.

If a disaster QB comes in from a skill position, you will get all these points, as this rarely happens. So will the player lucky enough to have this skill position player. No, you will NOT get points from a receiver throwing a reverse pass, or a running back a halfback option pass from these rules. You will only get these points in an obvious disaster quarterback situation.

If a QB is seriously injured, i.e. misses more than the rest of a game, you will have to start another QB, or trade for another QB, or pick up a free agent. Remember, they must start, to earn points. You have to have a starter that is a real-life NFL starter each week. If he is injured, you may put him on the inactive list, of course. You will still need to start your other quarterback, or pick up another one somehow.

nb(1) If one of your starting quarterbacks is injured, you do not get his real-life backup by default. You have to actually acquire them, and should do so, obviously. It is in your best interests to have this player as you cannot play another player in his position, anyway. If the real team your starter was on picks up an emergency third-stringer in this case because the starter is out, you can sign this player too if you have roster space. It is a good idea to make it if you don't have it.

nb(2) If one of your backup QBs is traded and becomes the starter for another team, or does this through free agency, and you ALREADY have 2 starting QBs, you will have to decide who you want to keep and trade one of your starters to someone else. You are only allowed two starting QBs to ensure there are enough QBs for everyone as much as possible.

nb(3) If a deal cannot be agreed on in this case, the OC will have to arbitrate a trade.

nb(4) Likewise if you have a backup QB that is traded to another team and you don't have the starter for that team, you will probably be contacted about trading for that player, and it is in your best interest to resolve a fair and equitable deal.

nb(5) If the two teams cannot agree on a deal, then the OC will arbitrate and 'force' a trade they believe is fair, that may involve either players, or draft picks, or both.

nb(6) You may only have TWO starting QBs on your roster at any time.

nb(7) Further, you may only have QBs from two real-life NFL teams on your roster at any time. This will eliminate hoarding, as well.

nb(8) You also may not have a QB who is not on a team at all on your roster. No, working for ESPN or NBC does not count. They may be allowed on the inactive list in special cases.

nb(9) The OC will take action to rectify any quarterback situation when and if necessary, as above. No arguments will be entered into if the OC am forced to act, the OC will arbitrate a trade that it think is fair, even if you don't.

ROOKIE QUARTERBACKS, BACKUP QUARTERBACKS, and QUARTERBACK COMPENSATION

The rule is no longer that you have to give up a player that is a backup to another starter. If the player with the starter wants your backup, they will have to trade you fair value for them.

To use the McNair example :-

Player X drafts McNair. Player Y has Chris Chandler, the Houston starter currently. McNair fails to beat out Chandler, and Player Y wants McNair so he has the backup spot covered, and contacts Player X about him.

Player Y must then enter into a trade negotiation with Player X to obtain McNair, and deal fairly and equitably within a reasonable time period of say a week. There is a phone, people, so should not be hard to do!

If Player X will not deal McNair, Player Y may appeal to the OC for Arbitration. If there is a complaint that the requested trade is not fair and equitable, the OC will Adjudicate. This will take into account all factors and information known at the current time. I'm not psychic enough to tell if such a player would be Steve Young calibre after another eight weeks.

The reverse holds, too. If McNair wins the job and Player X wants Chandler as a backup, the same process should be followed.

The opposite scenario may well ensue, as well. i.e. Player X who drafts McNair may want to trade for Chandler, and this is basically just a normal trade. If Player Y with Chandler only has one QB, then obviously Player X will have to trade Player Y a QB. You don't have to agree to such a deal, but if it gets really messy or outlandish requests are made then the OC may well step in and force an arbitrated trade. I don't want to have to do it, and will look favorably on those who act in a sportsmanlike manner.

This will also hold for backup or starter movement during the season, the trade rule will be enforced. i.e. a backup is traded to another team, leaving a team with three different teams of QBs, whether or not they become a starter. This will come complete with OC Arbitration, if necessary.

The OC would prefer to not get involved, but will do so if necessary, or no agreement can be reached. The spirit of fair play and good sportsmanship should be upheld here, people.


THE DRAFT

The draft will be a 34 round draft, conducted by email on a daily pick by pick basis with at least a round a day. It is your responsibility to field a team that is eligible to play. Draft order is in reverse order of finishing from the previous season. Each team will then compile a list before the draft so as to protect 26 players, then we will draft 34 to take it up to 60 players.

Draft order is in reverse order of finishing as we are now an established league. This also promotes parity as in real life.

There will be a break in regular drafting after round 24 for Supplemental Draft picks . These picks will be drafted in reverse order of finishing, as well. If a team has more than one pick we will go to additional rounds, but every team that has only one pick will be allowed that pick first. Probably also for bonus picks for helping with the OL list.

We will determine how many rounds there will be for this draft and the draft order after the season and all competitions up to the draft.

The Draft will begin sometime in July with protected lists due 2-3 weeks before the draft starts.

IMPORTANT: If the OC does not hear from an owner during the draft and receive NO picks of any kind, this may be grounds for expulsion from the league, due to your perceived lack of interest. The OC should not have to draft whole teams for people, it is your job. If you are interested, you should at least easily be able to get a backup owner to draft for you, and this will be required so the backups can have fun too.

We have backup owners keen to get teams, so there is no reason for the OC to put up with this. You will most likely get the boot if this happens with no prior explanation as there are several people waiting for a team.

IMPORTANT: Perceived disinterest on any level will also be possible grounds for expulsion, or failure to be competitive or lack of ability. This is at the OC's discretion.

TRAINING CAMP

There will be a couple week period after the draft for you to shake down your rosters, make trades, play with QBs, etc, before you will have to cut your rosters down to 60 players. This will simulate real life training camps, and the enforced cut downs they have, as well as giving you some flexibility as far as player decisions go. i.e. real-life teams deciding on players, who to keep, who to cut, who to pick up, trade for, etc. This also makes extra draft picks more valuable, obviously.

You may only have extra players if you either had extra picks or through trades, but not by Free agency.

You may draft a player of any position, but if they do not fit your formation by cut down day (before the season starts), you must cut them. Once the season starts, you may sign a player of any position and keep them on your roster until the trade deadline or until you have changed formation. After the trade deadline you may only sign players that fit your formations. Players still on your roster at the time of the trade deadline that do not fit the formation you will use the rest of the year must be released.


TRADES

The OC must be notified of trades between owners. Each party in the trade must send in notification to the OC for it to be a valid trade. The trade deadline each week will be 24 hours before any games have been played. 

Trades may be made at any time, draft included. When the OC announces the trade to the list of owners, after receiving notification from the parties involved, the trade will be official. Trades should be set out in full, including all conditions, players involved, draft picks, etc.

You may phone or write trades in, as well as email.

NO PLAYER TO BE NAMED LATER Trades again!

FINAL SEASON TRADE DEADLINE

There will be no trades allowed after week 10 of the regular season. i.e. the deadline is the week leading up to week 11 games (24 hours before first game).

See training camp notes about players not in your formation.

If you make a 'temporary' trade, it will still be treated as a normal trade.

You MUST notify the OC both times of your intention to trade. If there are millions of these, the OC may disallow it. The OC reserves the right to cancel any temporary trade they deem as unsportsmanlike.

When you trade a starting quarterback, please include all the appropriate backup quarterbacks, if applicable, to save on time and transactions.

IMPORTANT: Trade etiquette

  1. Don't send a confirm to the OC until you are sure that the other person agrees and understands what you have done and want. This is bad form, and can cause problems if I miss something.
  2. Check the trade confirmation for accuracy, make sure you have all the draft picks right, they actually exist, etc!
  3. Confirm with other party make sure they are definitely sure, and that you both have the details correct.
  4. Make sure you write out names in full, positions, blocking ratings, etc., as well.

Each owner must submit a team list, each week, with lineups and inactive lists and ineligible players. Use website form at all times!

ROSTER FORMAT

ROSTER DEADLINES

The deadline for game rosters is before the start of the first game for that week.

Team lists may be phoned in, as well as emailed, but they should be phoned in the previous evening. Use web form if at all possible.


FREE AGENTS

Any team may pick up a free agent at any time on a waiver basis. A team may not go over the maximum number of players by picking up a free agent. If they have 60 players and pick up a free agent, they must then cut a player. The transaction manager must be informed when free agents are acquired, and players cut. The cut player will then be eligible for free agency. Players will be eligible to pick up an extra player if they place a player on injured reserve, with the injured reserve rules.

When you pick up a free agent, you *must* cut one, to keep your roster at the right number, unless you have less than 60 players. If you don't cut a player immediately, especially soon after a reminder, the OC will cut one for you.

Free Agency Periods and cutoffs will be determined before the start  of each season by the transaction manager in conjunction with the OC. As a general rule no transactions will be allowed Fri-Sun/Mon.

On a daily basis ONLY, teams will claim free agents in reverse order of current standings. i.e. if the superbowl winner and last place team try to sign the same person on the same day, the last place team gets them.

If the last place team tries to sign them the day after the first place team does, they are too late, and cannot 'take' a player from someone else's roster.

The same applies in a waivers situation.

nb(1) Players drafted in the real NFL draft may not be acquired as free agents prior to or during the NetFL draft, they may only be drafted.

nb(2) You must include ALL names, teams and blocking ratings IN FULL for free agent transactions, or they will be invalidated.

nb(3) No free agent transactions will be allowed from the time protected lists are sent in and frozen until after the draft.

nb(4) See training camp for rules about players not in your formation.

Waivers explanation: If you send a transaction in, say, Thursday on a week when rosters are due Wednesday (Thursday game), that transaction is not EFFECTIVE until the next Monday. If you cut a player with this transaction you can't resign them again until Tuesday when they clear waivers, to give everyone a shot at them. Same thing goes for normal games but substitute Tuesday and Saturday for transactions sent in Saturday and EFFECTIVE Tuesday. You then couldn't resign them till Wednesday. Your benefit from sending it in early is being earlier in line if someone wants them, not being able to cut them, them pick them straight back up again. We won't go through the whole rigmarole of declining rights to a player, etc., this is pointless except for professional leagues.

FREE AGENTS and INJURED RESERVE

If you pick up a player, and cut another one, you will have to wait for the player you cut to clear waivers for at least one day until you can resign them. (This means if you cut player X you are not allowed to resign him the next day all 15 teams have first rights to the player)

NO PICKING UP PLAYERS AND PUTTING THEM STRAIGHT ON IR. Especially if this deemed to be an unfair/pointless/unsportsmanlike action. The transaction will be voided by the OC if it believes this has happened.


ACTIVE and INACTIVE LISTS

Your team roster actually consists of 2 separate groupings, your active list comprising the 45 players who are eligible to participate in a game, and your inactive list, which includes the 10 players who are not suited up to play, and the 3 player QB inactive list along with the 2 player special team inactive list. 

INACTIVE LIST

This is for ten players who are not quarterbacks. The exception to this is you MAY place an injured QB on here during the season. i.e. Aikman gets hurt for two weeks, you don't want to IR him and you have space here you can use this.

You may also place an injured kicker or punter here, under the same rationale.

SPECIAL TEAMS INACTIVE LIST

This is for the two special teams not starting.

QB INACTIVE LIST

        This is for the three quarterbacks not starting.


SCORING CHALLENGES - STAT SOURCE

Once scoring is complete the scores will be final unless a scoring error would change the outcome of the game. All scoring challenges shall be sent to the scorekeepers (Shane, Dave M.). The word CHALLENGE (caps) must be in the subject heading. The body must include the players full name, NFL team, netfl team. All supporting evidence must be supplied. For offensive tackles must include NFL.com page. This must be done as stated above (all documentation etc.) within 72 hours of the box score being posted or the score stands. This is only for cases where the score would change the outcome of the game.

Stats Inc, is the official source for stats of netfl. NFL.com for offensive tackles and when Stats Inc. is clearly wrong.

Scorekeepers are allowed to tweak the scoring rules (rounding etc) as needed before and during the season to fit the scorekeeping programs.  This is only for minor changes.


LEAGUE STRUCTURE

There will be two conferences of 8 teams, with 2 divisions of four teams in each conference.

The first week of the playoffs will be the wild card game, where the two wild card teams play off, with the winner advancing to the next round, and the loser being eliminated. The second week will be the divisional championships week. This means the 2nd ranked divisional winner will play the wild card winner, in each conference. Then, Conference Championships, the winner of the divisional playoff will play the division winner with the best record. Next week, of course, the SuperBowl. Conference Champions play off.

SCHEDULES

The scheduling formula has been determined, and this will be prepared for each season based on last year's results. Shane Rixom has a copy of this.


TEAM STANDINGS

Standings will be determined as per the NFL, with win-loss, head-to-head, divisional, conference and league standings being taken into account. All the way down to card draw, if necessary :-) i.e. full NFL tiebreakers will be involved, with points being substituted for TD's, as appropriate.


INJURED RESERVE/PUP

If a player is injured, he may be placed on injured reserve, but he must stay there for the whole season. The player does not count against your 60 man roster limit if he is on injured reserve. You can cut them instead, or just carry them if they are seriously injured, of course. However, if you keep them on IR they can be used on your team next year, protected, etc., and no-one else can pick them up as free agents later on, as the case would be if you cut them. Remember the inactive list as an option for guys only out for a short period of time early in the season.

You may not IR a player before or during the draft of an upcoming season. You must either protect them, or declare them a Free Agent in the free agent section when you send in your Protected List.

For a player to be placed on IR - Real NFL team must place said player on IR.

Another option is a player is injured is to place him on the PUP (Physically Unable to Play) list.  The player will not count against your 60 man roster limit if he is on the injured reserved. The following are the PUP caveats:

  • For a player to be placed on PUP - Real life they must be expected to be out at least two weeks.
  • Once a player is placed on PUP he js on it for six weeks.  After six weeks he must be activated unless he is still listed as doubtful or out.
  • Max players on PUP at any one time is two.
  • If a player is placed on the PUP he is eligible to come off the list after week 6.
  •  Source of injury information must be two documented sources.  If information is proved wrong for either PUP/IR the oc will remove the PUP/IR tag from the player and the owner has 24 hours to make a cut if needed or the player will become a free agent. This is for the cases when the injury is not a serious as first expected. 
  • A player may be waived while on the PUP. 
  • Once a player is placed on the PUP he is not eligible to play for any team for a minimum of six weeks 
  • A player may be moved from PUP to IR if eligible. 
  • For a player to be placed on PUP he must be listed as OUT and be expected to miss a minimum of two regular season NFL games. 
  •  For a player to remain on PUP after six weeks he must be listed as doubtful or out. 8. Once your team is eliminated from playing all players come off the PUP list. The owner has 24 hours to make a cut if needed or the player(s) will become a free agent.

PROTECTED LIST FORMAT

This is the format that your protected lists and offensive/defensive formations must be submitted in, or something very similar. You MUST list all positions, real NFL teams, and blocking ratings as usual. Note that you are required to list all your non-protected players in a list as per the form below. This will help everybody out in the draft, and be a good resource, when all these players are collated into a file.

Just fill in the positions and the formations to the right of the colon, nice and simple.

HOLDOUTS

If a player is holding out, then you will either have to carry them, or cut them. There is no rule to sign additional players because a player is holding out.

POST DRAFT PLAYER LISTS

nb(1) Note that during a draft due to trades and bets and supplemental picks, etc a team may exceed 60 players during the draft but must cut down to 60 after the draft.

nb(2) If QB changes happen in real life during the draft or afterwards, you will have to make the appropriate roster decisions and changes, as you may only have 2 starting QBs on your roster. i.e. if Frank Reich goes to Carolina, and the team with Jim Kelly and Reich had another starter, they would have to cut or trade one of the three and acquire the correct backups, to abide by the rules.

nb(3) Same sort of thing as in (2) applies if a QB is cut outright.


POST SEASON PLAYER LISTS

There will be no expansion draft in the future. Players will be allowed a protected list. At the end of the season, players will also be able to protect a list of players, the rest will be cut and go into the free agent pool, to simulate this in real life. At least the starting team will be able to be protected.

This season we will have 26 players protected, 11 starters offense and defense, K, P, 1 QB ONLY, i.e. you can only protect 1 QB and his two backups. You must protect eligible starting lineups on offense and on defense.

The Protected Lists will be due in after our Official Tome of Knowledge, Lindy's Pro Football Annual comes out. Everybody will know what position their guys are then, and the OC will do OL when possible, so you know what your guys will be rated. This is the Official Source for a player's position eligibility.

When your Protected List is submitted, you MUST also include the other players on your roster in a list underneath your protected list, and label it FREE AGENTS RELEASED.

The Protected List breaks down like this :-

    24 eligible starters  
     2 backup QBs

     2 backup QBs to the starter you have protected.  These may ONLY be
       the real life backups to your protected starter, and no other
       position.

    Total of 26.

Therefore, we need 34 draft rounds, plus the supplemental draft.

nb(1) The 24 non-special-teams section of the protected list must include 1 one to one correspondence of eligible starters, both offense and defense.

nb(2) The League Office will decide who is a backup QB, and who is a starter, and they are the final authority.

nb(3) The OC will allow a reasonable period after Lindys comes out before protected lists have to be submitted.

POSITION CHALLENGES

  • A committee will be set up each season to look at any possible position changes from Lindy's
  • A Owner can challenge any player on his own team (Before lists are protected), any unprotected players (After Protected lists are due and before the draft begins), and rookies (Before lists are protected).
  • Lindy's positions will be heavily weighted in the decision process.  2001 no changes were made.

EXPANSION PHILOSOPHY

No expansion is planned. 32 team NFL league will be perfect for this league.

BACKUP OWNERS

If a team folds, we will award the team to the first backup owner interested, or we will advertise on the Net for a new owner. If you happen to know someone who would be interested in taking over a team at such a time, and can vouch for them, that would be great, too. They will take over the existing franchise intact. Or, if it has got to that stage, they will take over that franchise's protected list, etc. Likewise if someone is booted out as a trouble maker :).

Backup owners ARE eligible to participate in all contests, votes, discussions, etc., please do!

They will also be expected to run a team, etc, if someone needs to go away as Tim did. However, if this happens again they will be given FULL power to run the team, no conditions, although you can give guidelines. More fun for them that way, and they are doing you a favor. FULL owners will NOT be allowed to run someone else's team as happened previously, due to possible conflict of interests.

It is a full owner's responsibility to contact a backup and the OC if they will be away so we can work out a backup owner situation, but no conditions are allowed to be placed on a backup owner, they are to be give full powers the owner would normally have. However, if obvious dumb team-wrecking trades etc. happen, the OC would void them and investigate.

They are also free to take assistant coach or co-ordinator jobs with other teams, but their backup owner duties will come first in the case of needing people to run teams, etc. Greg- you need the help - be warned.

We will advertise for new backup owners, as needed. If you know people who are interested, have them contact the OC.


MISC AWARDS

COMMISSIONER'S TROPHY

The person with the highest offensive points average for the season will be awarded two supplemental draft picks. The runner up will be awarded one supplemental draft pick.

The person with the lowest defensive points average for the season will be awarded two supplemental draft picks. The runner up will be awarded one supplemental draft pick.

COMMISSIONER'S SHIELD

The person with the highest offensive raw points average for the season will be awarded two supplemental draft picks. The runner up will be awarded one supplemental draft pick.

The person with the highest defensive raw points average for the season will be awarded two supplemental draft picks. The runner up will be awarded one supplemental draft pick.

COMMISSIONER'S PLATE

The person who records the highest one game offensive raw points score during the regular season will be awarded a supplemental draft pick.

The person who records the highest one game defensive raw points score during the regular season will be awarded a supplemental draft pick.

The person who records the highest total (offensive plus defensive) raw points score during the regular season will be awarded a supplemental draft pick.

COMMISSIONER'S RIBBON

The person who has the individual player with the highest one game offensive score during the regular season will be awarded a supplemental draft pick.

The person who has the individual player with the highest one game defensive score during the regular season will be awarded a supplemental draft pick

The person who has the individual player with the highest total offensive score for the regular season will be awarded a supplemental draft pick.

The person who has the individual player with the highest total defensive score for the regular season will be awarded a supplemental draft pick.

Supplemental Draft picks will also be awarded to those who help run the league each week (Scorekeepers, Webmaster, Transactions etc)

END OF SEASON AWARDS

If you want a trophy similar to the Vince Workman Memorial Trophy, proclaiming your status as a Division Champion, Wild Card team, Conference Champion, Superbowl Champion, Probowl winning Head Coach, etc, then please get in touch with the OC to work out details/costs/what you need to do, etc.

BRAGGING RIGHTS

Also, players who win their division will have the right to name the division the next season. The OC reserves the right to set conference names, however, and perhaps division names if they are really dumb (or boring). The Coaches of the winning conference in the Pro-Bowl get to vote to determine their conference name.

This should be sent in without consulting others as per Pro-Bowl voting. Then, the OC will send a ballot out with the suggestions for the coaches to vote on. i.e. a form with the up to 5 choices listed, and a ballot for the winning conference coaches to list the choices in their order of preference. The votes will be counted preferentially.

If you don't like the names, it is a big incentive to win next season so you get to change them!

VINCE WORKMAN MEMORIAL TROPHY

This will go to the winner of the yearly Swamprotters/Pawns clash, which will be two games in future. If a 1-1 split, net points will decide the title, if this is tied, the previous year's winner retains the trophy. The Pawns currently hold the trophy in a walkover. Since both teams have been retired this trophy will be put into the NETFL Hall of Fame.

DAVID KLINGLER AWARD

Goes to the person with the player who scores a record low, currently held by the Blue Brigade with -17 points by the trophy's namesake. If this is beaten, the person holding it is to send it to the new record holder.

SUPER BOWL BIDS

If you are interested in hosting the  SuperBowl you may submit a bid in the form of a draft pick, highest bid wins, and that draft pick is then declared void. You will get the home field advantage rule, obviously, if you make the Superbowl.

The Super Bowl bids will be sent in secretly. All bids must be received before the draft begins, to be valid, they may be sent earlier, but including them in the Protected List Form is fine, too.

Here is how the Pro Bowl will work. The highest scoring players will be taken from our league, for each conference, broken down like this :-

Coaches will be determined like this :-

  • Head Coach : Coach of team with best record in conference.
  • Assistant Head Coach-Offense : Coach of team with highest Points For.
  • Assistant Head Coach-Defense : Coach of team with lowest Points Against.
  • Offensive Co-ordinator: Coach of team with best offensive raw point average.
  • Defensive Co-ordinator: Coach of team with best defensive raw point average.

nb if any of these positions overlap, i.e. head coach should also be the offensive co-ordinator, say, then we will choose the coach of the team with the next best record in that category to fill that role. i.e. no coach will wear 2 hats.

Where Netional is written, it means our Fantasy League. National means the real-life NFL, if anyone by some miracle had not worked this out yet.
